Most notably, BBPC has been involved in military
family housing privatization since its conception providing services for
over 36 projects covering over 75 installations and over 68,000 units.
Through our extensive experience with various Navy, Marine Corps, Army,
Air Force and Coast Guard entities, we understand the military culture,
protocol and environment.
In addition to our privatization efforts in the United States, we are
currently working with the Department of Navy and Government of Japan to
assist with the United States Marine Corp transfer to Guam .
Our involvement in DoD housing privatization efforts
has extended through all phases of the project lifecycle.
We have been deeply involved in preparing project solicitations,
examining developer proposals, presenting recommendations to our
military clients and negotiating business terms and conditions with
designated developers. We
also have contributed to the internal DoD dialogue dealing with related
policy issues including providing expert testimony before the House
Appropriations Committee (Subcommittee on Military Construction).
These issues include project organization, financial parameters,
review of the Family Housing Master Plan methodology and analyses of how
government funding is contributed to a housing privatization project
(long term debt vs. equity).
Clearly, we have been and still are at the “cutting edge” of deal
making in DoD housing privatization efforts, as well as DoD utilities
privatization, capital asset management, Enhanced-Use Lease, Base
Realignment and Closure (BRAC) and other special venture projects.
These DoD-related housing privatization efforts,
which began approximately fourteen years ago, are an extension of our
success in project packaging of public/private partnerships for the past
twenty-five (25) years. We
pioneered innovative techniques that continue to be applied nationally
in public/private real estate ventures.
